Justin began flight training at the age of 12 and received his private pilot’s license at the age of 17 and currently holds a multi-engine instrument rating with over 600 flight hours. He graduated from Oklahoma State University with a Bachelor’s Degree in Aviation Sciences and Management and is currently completing a Masters of Liberal Arts in International Relations from Harvard Extention School. He began his career in aviation and stakeholder engagement as Chairman of the Stillwater Oklahoma Regional Airport Authority, where he led the initiative to recruit American Airlines to provide daily service from Stillwater to Dallas Fort Worth International Airport.

In Washington D.C., he worked as a manager for the Aircraft Owners and Pilots Association’s (AOPA) Air Safety Institute under President Bruce Landsberg. During which time, he traveled across the U.S. advocating on behalf of the Association and its safety policy initiatives. He then joined the Washington, D.C. think tank, Brookings Institution, serving as an associate director. For three years, he managed domestic and international outreach and stakeholder engagement in Seattle, Washington, D.C., New York City, San Francisco, Delhi, Beijing, and Doha.

In 2019, Justin was selected for a newly created role at the FAA as the Community Engagement Officer located in Des Moines, Washington. In this position, he serves as the liaison to the Alaskan and Northwest Mountain Regional Administrators and is responsible for interacting and engaging with airlines, airports, community and environmental groups, public agencies, and congressional officials to hear concerns and address high profile issues such as air safety. He ensures that the FAA’s message is delivered to domestic and international external stakeholders, presents agency positions associated with airspace projects, including performance-based navigation procedures.

Justin serves on the Diplomatic Perspective board and volunteers with the Black Pilots of America-Red Tail Hawks Chapter which allows him to interact with the next generation of aviators through numerous outreach events and mentoring activities in Seattle, and formerly served as the OBAP- Southwest Regional Director.
