Justin began flight training at age 12 through an OBAP program and received his private pilot’s license at 17. He holds a multi-engine instrument rating and earned a B.S. in Aviation Sciences and Management from Oklahoma State University and a Master’s in International Relations from Harvard University.

He launched his aviation and stakeholder-engagement career as Chairman of the Stillwater (OK) Regional Airport Authority, where he initiated the effort to recruit American Airlines for daily Stillwater–DFW service. In Washington, D.C., he managed safety policy initiatives at the Aircraft Owners and Pilots Association’s Air Safety Institute and later served as an associate director at the Brookings Institution, leading domestic and international outreach across major cities worldwide.

In 2019, Justin joined the FAA as Community Engagement Officer in Des Moines, Washington, liaising with airlines, airports, community and environmental groups, public agencies, and congressional offices on air safety issues. Since 2024, he has managed a team in the FAA’s Air Carrier Safety Assurance Division (Phoenix CMO), overseeing 14 CFR Part 121 air carrier certificates, including U.S. and international operations, maintenance, and training. He is Vice-Chairman of the Diplomatic Perspective board, a former OBAP Southwest Regional Director and Board Secretary, and is based in Seattle.
